How do you do these? I mean do you need special paint? Where do you get hte clear sheets?

Acrylic paint which you can get at like craft stores (or I've found it at places like Menards and other home improvement places) or maybe even Walmart. You can get good ones for around $.99 a bottle. I think the brand I have is called "Apple Barrel" or something.
The transparencies I found at an Office Max store. Try looking in any store with a printing section (like printer paper section) Mine came in a box of 120 and ran me about $15, but I've heard people say they got some at Walmart for cheaper. They're just regular transparency sheets like the kind teachers use at school, just make sure you don't get the kind that a textured on one side.
Another thing you need is a opaque paint marker. They're called Painty markers, you can find them at craft stores for around $2.99. You could also use Sharpy markers, if you don't mind going over your lines twice, as Sharpys tend to get a bit transparent at times.
